Save or discard a learning

decide_learning, in Changes: A connection or key that may make changes. None spends credits; prepare_* and stage tools (research, brainstorm, write_script, review, generate_clip, voice, storyboard) prepare paid work for confirm_spend.

Save a learning a campaign proposes (get_campaign's learnings, by key) as the Space's guidance, which later campaigns and videos read, or discard it. A learning is decided once; deciding again answers with the first decision. One newer results no longer propose is refused.
