Complete an upload

complete_upload, in Changes: A connection or key that may make changes. None spends credits; prepare_* and stage tools (research, brainstorm, write_script, review, generate_clip, voice, storyboard) prepare paid work for confirm_spend.

/api/v1/tools/complete_upload

Finish an upload once its bytes are sent; pass the same videoId it began with. The file is checked before it can be used: list_assets shows it once it is ready.
