Approve a delivery

approve_delivery, in Changes: A connection or key that may make changes. None spends credits; prepare_* and stage tools (research, brainstorm, write_script, review, generate_clip, voice, storyboard) prepare paid work for confirm_spend.

Approve the cut a video waits on and deliver it, naming the run and the version you were shown (get_video's waitingOnYou). A newer cut is refused: look at it first.
